A new office block with associated access and parking could be built on land surrounding the Winnows in Denton if planning approval is given.
The former landfill site would be transformed to create offices and parking for 18 vehicles plus associated landscaping.
The plan includes the creation of an acoustic fence.
The proposals, which also include a parking area for cycles and would provide office space for some 64 people, are being considered by Tameside Council planners.
